
Malang, 19 September 2024 – Faculty of Administrative Sciences, Brawijaya University (FIA UB) held an International Guest Lecture entitled “Public Sector Legal and Ethical Challenges: Insights from the Philippine Experience”, Thursday (19/9), at the Raden Wijaya Auditorium, Building E, 11th Floor, FIA UB. This event presented Atty. Romano Paguigan Cammayon, DPA, an academic and legal practitioner from the Philippines, as the main speaker, with Dr. Alfi Haris Wanto, MAP, MMG, as the moderator.
In his presentation, Atty. Romano Paguigan Cammayon, DPA highlighted the ethical and legal challenges faced by the public sector in various countries, especially in the Philippines. He explained that a transparent and integrity-based bureaucracy is key to building public trust in government.
“Good public administration is not just about strict regulations, but also building a culture of integrity among public officials. The Philippine experience shows that bureaucratic reform requires strong commitment from all parties, both at the legislative, executive, and civil society levels,” Cammayon said.

He further discussed various cases in the Philippines that illustrate the complexities in implementing ethics regulations in the public sector as well as the challenges in ensuring accountability at various levels of government.
As a moderator, Dr. Alfi Haris Wanto, MAP, MMG emphasized that comparison of policies between countries is an important element in the study of public administration. The experiences of other countries, such as the Philippines, can provide new perspectives in understanding and overcoming bureaucratic challenges in Indonesia.
“Indonesia and the Philippines have similar challenges in governance. By looking at how the Philippines handles ethical and legal issues in the public sector, we can gain insights to improve our bureaucratic system,” he said.
The guest lecture received high enthusiasm from students, lecturers, and public administration practitioners who attended. The discussion was interactive, with many participants asking questions related to the implementation of ethical and legal policies in the Indonesian context.
