THE MERIT SYSTEM IMPLEMENTATION IN ASSIGNATION OF STIS STATISTICS POLYTECHNIC GRADUATES
Abstract
The merit system has become part of State Civil Apparatus management as regulated in Law of
Republic of Indonesia number 5 of 2014 and should have been used as a basis consideration in
staffing and even assignation in functional positions according to the qualifications and
competencies of each State Civil Apparatus in order to achieve good governance. This study
aims to describe whether the merit system has been implemented in the assignation of the
graduates of the STIS Statistics Polytechnic. This study used a qualitative descriptive method,
and held in Statistic Indonesia of Central Sulawesi Province. Data research collected through
interviews with relevant informants as the primer data, while the secondary data were collected
from internal employment database and literature such books, journals, and reports. This
research found that the implementation of the merit system in the assignation of STIS Statistics
Polytechnic graduates had not been fully implemented optimally. It happened because of three
main reasons, (1) the shortage of employees to fill certain functional positions (2) no addition in
human resource especially in administration field; (3) imbalance between the recent quantity of
State Civil Apparatus with formation of functional positions based on the job analysis.
