Pengelolaan Desa Wisata Berbasis Community Based Tourism: Studi pada Desa Osing Kemiren Kecamatan Glagah Kabupaten Banyuwangi

Potensi wisata Kabupaten Banyuwangi sangat beragam, letak dan topografinya yang banyak terdapat keindahan alam yang mendukung pariwisata dengan pemandangan yang menarik. Terdapat 38 objek wisata di Kabupaten Banyuwangi, jumlah tersebut membuktikan bahwa Kabupaten Banyuwangi memang kaya akan sektor pariwisatanya. Salah satu objek wisata di Banyuwangi yang dalam pengelolaan objek wisatanya berbasis Community Based-Tourism adalah desa adat Osing Kemiren. Desa Adat Osing Kemiren merupakan salah satu desa wisata di Banyuwangi yang mengutamakan masyarakat sebagai pelaku wisata. Desa Adat Osing Kemiren memiliki potensi yang sangat besar, khususnya dengan budaya yang menjadi daya tarik desa wisata tersebut. Namun dalam pengelolaan desa wisata berbasis Community Based-Tourism yang diterapkan di desa wisata ini masih terdapat beberapa kendala. Kurangnya kualitas dan kuantitas dari sumber daya manusia (masyarakat) sebagai pengelola pariwisata di Desa adat osing kemiren menjadi salah satu kendala dalam pengelolaan di desa wisata tersebut.
Jenis penelitian yang digunakan peneliti dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Lokasi penelitian dilakukan Desa Adat Osing Kemiren, Kecamatan Glagah, Kabupaten Banyuwangi. Jenis data dalam penelitian ini primer dan sekunder, sedangkan umber data penelitian ini terdiri dari informan dan dokumen. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Instrumen penelitian dilakukan oleh peneliti sendiri, pedoman wawancara dan perangkat penunjang penelitian. Data yang diperoleh selanjutnya dianalisis dengan model interaktif model miles, huberman dan saldana 2014, yang terdiri dari data collection, data condensation, data display dan conclusion.
Hasil penelitian menunjukkan bahwa pengelolaan desa wisata berbasis community-based tourism di Desa Adat Osing Kemiren sudah berjalan dengan baik. Hal tersebut dapat dilihat dari empat prinsip community based tourism yang telah diterapkan di Desa Adat Osing Kemiren dalam pengelolaannya. Jika dilihat dari prinsip partisipasi komunitas dalam pengelolaan desa wisata berbasis Community Based-Tourism Desa Adat Osing Kemiren sudah baik, dimana masyarakat ikut berpartisipasi ke dalam setiap kegiatan pariwisata. Prinsip berikutnya adalah prinsip kelestarian budaya. Budaya masyarakat Di Desa Adat Osing Kemiren yang masih kental serta kesadaran dari masyarakat untuk menjaga budaya tersebut menjadi salah satu faktor pendukung untuk tetap menjaga kelestarian budaya dalam pengelolaan desa wisata di Desa Adat Osing Kemiren. Prinsip berikutnya adalah prinsip manjaga kelestarian lingkungan hidup, dimana Desa adat osing kemiren sudah menerapkan prinsip menjaga kelestarian lingkungan dalam mengelola desa wisata di Desa Adat Osing Kemiren. Prinsip yang terakhir adalah prinsip pemerataan pendapatan. Pada hal ini, pemerataan pendapatan diasumsikan dengan masyarakat yang ikut berpartisipasi dalam pengelolaan wisata desa adat osing kemiren memiliki tambahan ekonomi, namun terdapat pengaruh lain yang menyebabkan jumlah tambahan perekonomian berbeda setiap masyarakat. Selain itu, jika dilihat dari segi pengelolaan event pariwisata juga dapat dikatakan baik. Ada beberapa tahapan dalam pengelolaan event pariwisata di Desa Adat Osing Kemiren, terdiri dari: 1) Research; 2) Design; 3) Planning; 4) Coordination; dan 5) Evaluation. Kelima tahapan tersebut telah dilaksanakan dengan baik. Terdapat beberapa tantangan yang dihadapi dalam pengelolaan desa wisata berbasis community-based tourism di Desa Adat Osing Kemiren, diantaranya adalah: 1) pengelolaan sumber daya; 2) kepercayaan masyarakat dalam pengelolaan desa wisata; 3) perkembangan jaman; dan 4) semakin banyaknya investor yang masuk di Desa Adat Osing Kemiren.
Kesimpulan dari penelitian ini adalah empat prinsip community based tourism dapat dikatakan baik secara merata, namun dari segi prinsip pemerataan pendapatan dapat dikembangkan lagi khususnya bagi masyarakat. Seperti yang diketahui, untuk pemerataan pendapatan bagi masyarakat dalam pengelolaan pariwisata di Desa Adat Osing Kemiren berdasarkan peran atau bentuk partisipasi mereka dalam kegaiatan pariwisata. Selanjutnya terkait dengan lima tahapan pengelolaan event pariwisata sudah dilaksanakan dengan baik, namun pada penerapan tahapan research masih belum optimal. Hal tersebut dikarenakan pada tahap research hanya dilakukan untuk event pariwisata yang belum pernah ada sebelumnya. Hasil penelitian dapat digunakan sebagai acuan perbaikan terhadap pengelolaan desa wisata yang lebih baik.

The tourism potential of Banyuwangi Regency is very diverse, its location and topography, where there are many natural beauties that support tourism with attractive views. There are 38 tourist objects in Banyuwangi Regency, this number proves that Banyuwangi Regency is indeed rich in its tourism sector. One of the tourist objects in Banyuwangi which in managing its tourism objects is based on Community-Based Tourism is the traditional village of Osing Kemiren. Osing Kemiren Traditional Village is one of the tourist villages in Banyuwangi which prioritizes the community as tourism actors. The Osing Kemiren Traditional Village has enormous potential, especially with the culture that is the main attraction of this tourist village. However, in the management of Community-Based-Tourism-based tourism villages that are implemented in this tourist village there are still several obstacles. The lack of quality and quantity of human resources (community) as tourism managers in the Osing Kemiren customary village is one of the obstacles in managing the tourism village.
The type of research used by researchers in this research is descriptive research with a qualitative approach. The research location was carried out in the Osing Kemiren Traditional Village, Glagah District, Banyuwangi Regency. The types of data in this research are primary and secondary, while the data sources for this research consist of informants and documents. Data collection techniques were carried out by interviews, observation and documentation. The research instruments were carried out by the researchers themselves, interview guidelines and research support tools. The data obtained were then analyzed using the interactive Miles, Huberman and Saldana 2014 models, which consisted of data collection, data condensation, data display and conclusion.
The results of the study show that the management of community-based tourism villages in the Osing Kemiren Traditional Village has been going well. This can be seen from the four principles of community based tourism that have been implemented in the Osing Kemiren Traditional Village in its management. When viewed from the principle of community participation in the management of Community-Based-Tourism-based tourist villages, the Osing Kemiren Traditional Village is already good, where the community participates in every tourism activity. The next principle is the principle of cultural preservation. Community culture in the Osing Kemiren Traditional Village which is still strong and awareness from the community to maintain this culture is one of the supporting factors for maintaining cultural preservation in the management of tourist villages in the Osing Kemiren Traditional Village. The next principle is the principle of maintaining environmental sustainability, where the Osing Kemiren Traditional Village has implemented the principles of protecting the environment in managing tourist villages in the Osing Kemiren Traditional Village. The last principle is the principle of equal distribution of income. In this case, income distribution is assumed with the community participating in the management of the Osing Kemiren customary village tourism having an additional economy, but there are other influences that cause the additional amount of the economy to be different for each community. In addition, when viewed from the point of view of tourism event management, it can also be said to be good. There are several stages in managing tourism events in the Osing Kemiren Traditional Village, consisting of: 1) Research; 2) Design; 3) Planning; 4) Coordination; and 5) Evaluation. The five stages have been carried out properly. There are several challenges faced in the management of community-based tourism villages in the Osing Kemiren Traditional Village, including: 1) resource management; 2) community trust in the management of tourist villages; 3) era development; and 4) the increasing number of investors entering the Osing Kemiren Traditional Village.
The conclusion of this study is that the four principles of community-based tourism can be said to be equally good, but in terms of the principle of equal distribution of income, it can be further developed, especially for the community. As is known, for equal distribution of income for the community in managing tourism in the Osing Kemiren Traditional Village based on their role or form of participation in tourism activities. Furthermore, related to the five stages of managing tourism events that have been carried out properly, the application of the research stages is still not optimal. This is because at the research stage it is only carried out for tourism events that have never existed before. The results of the research can be used as a reference for improving the management of better tourist villages.
