EXAMINING MUSRENBANG (MUSYAWARAH PERENCANAAN PEMBANGUNAN OR DEVELOPMENT PLANNING DELIBERATION) ; CHALLENGE AND OPPORTUNITIES OF PARTICIPATORY BUDGETING : A Case Study of Batu City Government, Eas Java, Indonesia
Deemed as a panacea of democracy disenchantment, the participatory budgeting (PB) becomes a noteworthy mechanism that enable common public to voice their right in allocating public expenditures. In the late 1980s, PB was pioneered in one of the capital cities in Brazil, namely Porto Alegre, and captured the world’s attention due to its success. Accordingly, PB travelled and transformed throughout the globe in varied ways,. Many studies have investigated PB prolifaration by using different persfectives, ye are not able to provide in complete evaluation that brings about more comprehensive understanding. moreover, research conducted on asian cases is not as many as no-asian ones. Thus, this study utilized four dimensions of PB in evaluating the musrentbang – a PB practice in Indonesia- - by taking a case of Batu City Government in East Java Province
