THE IMPLEMENTATION OF WASTE MANAGEMENT POLICY IN PAREPARE CITY
Solid waste is a complex problem throughout the world, especially in urban areas. Various breakthroughs made by the government of Indonesia, at both the center and the region level in handling waste issues have been carried out. The implementation of a waste management policy is an effort to solve the related problems still affecting Indonesia. Nonetheless, the engaging efforts of governments in some regions of the world, especially in Indonesia, the implementation of waste management policies are not all successfully optimal. Parepare City is an urban area of Indonesia that has a population density above the national average. Having successfully been awarded the Adipura Award 11 times since 2005, the implementation of Parepare City waste management policy is considered an interesting city to be examined as a reference for other regions. This study used a qualitative approach with the descriptive method that is based on the Edward III theory when reviewing the implementation of policies based on 4 important factors, namely ; communication, resources, disposition, and bureaucratic structure.
