Integrated planning is more needed by government today because of the complexity of problems and limited resources. Integrated planning can tackle the problems by giving comprehensive solution and provide how much resources are needed to reach the goal. Integrated planning approach is implied to provide better tools to guide actions towards the development of citties, improvement of human conditions, and ultimately a better urbanism. Malang City is the second largest city in East Java province. Malang City's vision is to realize Malang City is good quality education city. However, Malang City's problem became complex because this city had greq up as the center of education , tourism and Industy.
