PERENCANAAN PENINGKATAN KUALITAS PELAYANAN PEKERJA MIGRAN INDONESIA : Studi pada Dinas Koperasi, Tenaga Kerja Dan Transmigrasi Kabupaten Belu

Dalam kerangka teoritis, upaya perencanaan seharusnya tidak hanya menjadi
domain pemerintah semata (theory of planning), tetapi membuka ruang seluas
luasnya bagi keterlibatan berbagai pemangku kepentingan, seperti kelompok rentan,
LSM, unsur Pendidikan dan masyarakat luas. Prinsip ini menekankan pentingnya
pelayanan yang bersifat partisipatif, kolaboratif, dan berorientasi pada kepentingan
publik (Theory in Planning). Tak terkecuali pula dalam perencanaan pelayanan
Pekerja Migran Indonesia atau PMI sebagai bagian dari upaya pembangunan daerah.
Namun, dalam praktik di Kabupaten Belu, perencanaan pelayanan bagi PMI masih
cenderung bersifat top-down, sehingga membatasi ruang partisipasi publik dan
menghambat upaya pencapaian pelayanan yang lebih efektif dan adaptif.
Rumusan masalah dalam penelitian ini adalah: (1) Bagaimanakah perencanaan
peningkatan kualitas pelayanan PMI di Kabupaten Belu yang dianalisis menggunakan
model perencanaan mutual benefit oleh Said dan Wilopo (2024); (2) Apa sajakah
faktor pendukung dan penghambat dalam perencanaan peningkatan kualitas
pelayanan PMI di Kabupaten Belu. Tujuan penelitian ini adalah untuk
mendeskripsikan dan menganalisis sesuai dengan rumusan masalah. Metode
penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif analitis.
Hasil penelitian ini adalah pertama, Perencanaan peningkatan kualitas
pelayanan (PMI) di Kabupaten Belu dengan pendekatan mutual benefit melalui theory
of planning dan theory in planning menunjukkan bahwa aspek teknokratik dan politik
belum berjalan seimbang. Ketiadaan kajian khusus, keterbatasan SDM, serta
lemahnya basis data dan dukungan anggaran menjadi hambatan utama dalam
penyusunan kebijakan yang responsif terhadap isu PMI. Selain itu, perencanaan
masih cenderung top-down dan birokrasi bersikap pasif tanpa keberanian inovasi.
Aspirasi masyarakat, kebutuhan sosial ekonomi, serta partisipasi publik belum
sepenuhnya terintegrasi ke dalam proses perencanaan. Kedua, Faktor penghambat
meliputi lemahnya koordinasi kelembagaan, keterbatasan anggaran dan SDM, serta
minimnya forum partisipatif. Sebaliknya, dukungan regulasi, inisiatif pelayanan
pegawai, dan potensi platform digital menjadi faktor pendukung yang dapat diperkuat
untuk menciptakan tata kelola pelayanan PMI yang lebih adaptif, partisipatif dan
berorientasi pada kebutuhan publik.
Rekomendasi dari penelitian ini adalah perencanaan peningkatan pelayanan
PMI sangat ditentukan oleh kemampuan daerah dalam mengintegrasikan pendekatan
theory of planning yang menekankan pada aspek teknokratik dan struktural, serta
theory in planning yang memperhatikan dimensi sosial, budaya, dan partisipatif.
Kedua pendekatan ini tidak berdiri sendiri, melainkan saling terkait dan dipengaruhi
oleh kondisi pendukung seperti regulasi dan digitalisasi, serta tantangan utama seperti
lemahnya koordinasi dan minimnya anggaran.

In the theoretical framework, planning attempts should not only be the domain
of the government (theory of planning), but open the widest possible space for the
involvement of various stakeholders, such as marginalized groups, NGOs, elements
of education and the broader community. This principle emphasizes the importance of
services that are participatory, collaborative, and oriented towards the public interest
(Theory in Planning). The planning of services for Indonesian Migrant Workers or PMI
as part of regional development efforts is no exception. However, in practice in Belu
Regency, service planning for PMI still tends to be top-down, limiting the space for
public participation and inhibiting efforts to achieve more effective and adaptive
services.
The problem formulations in this study are: (1) How is the planning to improve
the quality of PMI services in Belu Regency analyzed using the mutual benefit planning
model by Said and Wilopo (2024); (2) What are the supporting and inhibiting factors
in planning to improve the quality of PMI services in Belu Regency. The purpose of
this research is to describe and analyze in accordance with the formulation of the
problem. The research method used is qualitative with an analytical descriptive
approach.
The results of this study are first, Planning to improve the quality of PMI services
in Belu Regency with a mutual benefit approach through theory of planning and theory
in planning shows that the technocratic and political aspects have not been balanced.
The absence of special studies, limited human resources, and lack of database and
budget support are the main obstacles in developing policies that are responsive to
PMI issues. In addition, planning still tends to be top-down and the bureaucracy is
passive without the courage to innovate. Community aspirations, socioeconomic
needs, and public participation have not been fully integrated into the planning
process. Second, inhibiting factors include weak institutional coordination, limited
budget and human resources, and lack of participatory forums. In contrast, regulatory
support, employee service initiatives, and the potential of digital platforms are
supporting factors that can be strengthened to create PMI service governance that is
more adaptive, participatory and oriented to public needs.
The recommendation from this research is that planning for the improvement of
PMI services is largely determined by the ability of regions to integrate the theory of
planning approach, which emphasizes technocratic and structural aspects, and theory
in planning, which pays attention to social, cultural, and participatory dimensions.
These two approaches do not stand alone, but are interrelated and influenced by
supporting conditions such as regulation and digitalization, as well as major challenges
such as weak coordination and lack of budget.
