KOMPETENSI, DISIPLIN, KOMITMEN, DAN PENGORBANAN TERHADAP
KINERJA DENGAN MOTIVASI SEBAGAI INTERVENING VARIABLE (STUDI DI
MITRA STATISTIK KABUPATEN BLITAR)”, Komisi Pembimbing Prof. Dr. Irwan
Noor, MA, dan Dr. Drs. Mochamad Rozikin, MAP.

Reformasi Birokrasi berkaitan dengan kinerja yang dapat dipengaruhi oleh
kompetensi dan motivasi. BPS melakukan Reformasi Birokrasi sebagaimana
yang tertuang dalam rencana strategis BPS tahun 2020-2024 sehingga
menentukan visi baru sebagai “Penyedia data Statistik berkualitas untuk
Indonesia maju”. BPS menerapkan manajemen strategis pada fase perencanaan
dalam menetapkan visi misi dan melakukan aktivitas pendataan pada fase
implementasi. Strategi implementasi berkaitan dengan kinerja dan terdapat
komponen disiplin, komitmen, pengorbanan, serta motivasi sebagai faktor
penentunya. BPS Kabupaten Blitar melaksanakan kegiatan Pendataan Awal
Registrasi Sosial Ekonomi (Regsosek) 2022 dan merekrut mitra statistik sebagai
pelaksana pendataan lapang. Regsosek 2022 sendiri ditengarahi menggunakan
anggaran yang besar, dianggap mubazir karena tumpang tindih, masih adanya
ego sektoral, dan bahkan ada yang tidak menginginkan keberadaan data
tersebut. Sementara itu para petugas pendataan atau mitra statistik yang sudah
direkrut, dalam pelaksanaan pendataan masih ditemukan beberapa kekurangan
antara lain minim pengalaman, daya juang kurang optimal, adanya

undercoverage, salah konsep, kurang teliti dalam mengisi kuesioner, dan bahkan
terdapat isian kosong serta tulisan yang tidak terbaca. Maka dari itu perlu untuk
mengetahui kondisi kompetensi, disiplin, komitmen, pengorbanan, motivasi, dan
kinerja mitra statistik. Selain itu perlu juga mengetahui pengaruh kompetensi,
disiplin, komitmen, pengorbanan, dan motivasi terhadap kinerja serta mengetahui
pengaruh variabel-variabel tersebut terhadap kinerja melalui motivasi sebagai
intervening variable. Hasilnya terdapat pengaruh langsung variabel kompetensi,
disiplin, komitmen, pengorbanan, dan motivasi terhadap kinerja mitra statistik.
Sedangkan pada pengaruh tidak langsung, kompetensi dan pengorbanan
berpengaruh signifikan terhadap kinerja melalui motivasi, namun disiplin dan
komitmen tidak signifikan.

Bureaucratic reform is related to performance which can be influenced by
competence and motivation. BPS is carrying out Bureaucratic Reform as stated
in the BPS strategic plan for 2020-2024 so as to determine a new vision as
"Provider of quality statistical data for advanced Indonesia". BPS applies strategic
management in the planning phase in determining the vision and mission and
carries out data collection activities in the implementation phase. The
implementation strategy is related to performance and there are components of
discipline, commitment, sacrifice and motivation as determining factors. BPS
Blitar Regency is carrying out Preliminary Data Collection activities for the 2022
Socio-Economic Registration (Regsosek) and recruiting statistical partners to
implement field data collection. Regsosek 2022 itself is suspected of using a
large budget, is considered wasteful because of overlaps, there are still sectoral
egos, and some even don't want the data to exist. Meanwhile, the data collection
officers or statistical partners who had been recruited, in the implementation of
the data collection, still found several deficiencies, including lack of experience,
less than optimal combat power, undercoverage, wrong concepts, lack of

accuracy in filling out the questionnaire, and even blanks and illegible writing.
Therefore, it is necessary to know the conditions of competence, discipline,
commitment, sacrifice, motivation and performance of statistical partners. Apart
from that, it is also necessary to know the influence of competence, discipline,
commitment, sacrifice and motivation on performance and to know the influence
of these variables on performance through motivation as an intervening variable.
The results show a direct influence of the variables of competence, discipline,
commitment, sacrifice and motivation on the performance of statistical partners.
Meanwhile, in terms of indirect effects, competence and sacrifice have a
significant effect on performance through motivation, but discipline and
commitment are not significant.
