Evaluasi Pembangunan Zona Integritas Menuju Wilayah Birokrasi Bersih Dan Melayani (WBBM) Menggunakan Model Context, Input, Process, Product : Studi Pada Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu Provinsi Kalimantan Utara
Summary
The background to this research is that the North Kalimantan Provincial Government is building an Interity Zone which has been stated in the 2021-2026 Regional Medium Term Plan (RPJMD) in realizing the vision of Progress, Prosperity, Culture, Fairness and Civilization with the mission of Realizing a Clean and Distinguished North Kalimantan Provincial Government. Presidential Regulation Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform targets the achievement of three main target outcomes, namely increasing organizational capacity and accountability, a clean and corruption-free government, and improving public services. The final achievement of the three main target outcomes implemented by the Regional Government is the formation of Regional Apparatus in the development of an Integrity Zone with the title of Corruption Free Area / Clean Serving Bureaucracy Area. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) was appointed as the pilot project for the development of the Integrity Zone and has launched a declaration on the development of the Integrity Zone since 2018 and is the first work unit within the North Kalimantan Provincial
Government to have received the title of Corruption Free Area (WBK) since 2020. Starting in 2022, it has been proposed to obtain the title of Free and Serving Bureaucratic Region (WBBM). This research aims to describe and analyze the evaluation of the Integrity Zone Development Program towards a Clean and Serving Bureaucratic Area (WBBM) in the North Kalimantan Provincial Government as well as analyzing the factors inhibiting and supporting the success of the Integrity Zone Development Program.
The theory used in this research is the Context, Input, Process and Product Stufflebeam evaluation model. Context evaluation is useful for assessing program needs. Input evaluation serves to assess alternative approaches. Process evaluation functions to assess the implementation of the planned program. Product evaluation is carried out in order to obtain results from identifying and assessing the results to be achieved.
This research uses a qualitative approach and descriptive research type. The data type uses primary data and secondary data. Data sources come from informants, events and documents. Data collection techniques include observation, interviews and documentation. The data analysis technique is in the form of the CIPP evaluation model data analysis model.
The results of the research show that the Evaluation of the Development of Integrity Zones Towards a Clean and Serving Bureaucratic Area (WBBM) in the North Kalimantan Provincial Government through the in the Context Evaluation aspect shows that the goals of ZI Development have been achieved. in line with the Goals and Objectives of the 2021-2026 RPJMD. In the aspect of Input Evaluation, including ZI Development Planning, it is still in the form of a ZI Development Work Plan Document and has not been included in the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) capacity is still limited, Facilities and Infrastructure are quite adequate. In the Process Evaluation aspect, it shows that the implementation of the Integrity Zone Development has gone well, there is cooperation with parties in terms of monitoring and recommendations, but the implementation time for the Integrity Zone Development has not fully run throughout the year. In the Product Evaluation aspect, it shows that ZI's achievements assessed by the Internal Assessment
Team (TPI) have met the WBBM predicate so that they can be continued for evaluation by the National Assessment Team (TPN). Factors inhibiting the success of Integrity Zone Development towards a Clean and Serving Bureaucratic Area (WBBM) in the North Kalimantan Provincial Government; (a) Leadership commitment is still not optimal, especially leadership capacity in understanding ZI; (b) Limited capacity and human resources; (c) The Planning Document does not yet contain ZI activities and there are no performance targets for regional apparatus; (d) Limited budget. Supporting factors for the success of ZI Development; (a) Cooperation and coordination are going well; (b) Adequate Facilities and Infrastructure; (c) Active community participation in realizing Integrity Zone Development.
Recommendations from this research are that in order to produce quality Integrity Zone Development, include Integrity Zone Development in planning documents to regional officials who are appointed to implement Integrity Zone Development, Include Integrity Zone Development targets as regional apparatus performance, Budget Integrity Zone Development activities adequately, Carry out capacity building of Human Resources (HR) both at the leadership level and implementation team for Integrity Zone Development, Strengthen synergy and coordination of stakeholders in Integrity Zone Development, Implementation time for Integrity Zone Development is carried out throughout the year by not only focusing on fulfilling the Zone Development components Integrity, Carrying out Comparative Study activities in areas where Integrity Zone Development is better. Can involve other parties, in this case academics, in conducting Integrity Zone Development studies.
