A long run of SPP formulation caused by its complexity must be supported by the right form of governance. This thesis intends to attain out the challenges in formulating this policy from the perspective of network governance. This study looked deeper into the extend of the SPP policy formulation process which has been running slowly and examines all the possibilities that become obstacles in realizing this policy. In this research, it discovered that governance problem becomes the main issue in forming a complete and comprehensive policy. The governance of policy making causes lack of leadership and tendency of each institution to focus only to its own interest and perspective. Therefore, a well functioning network among the stakeholders to encourage this policy formulation is a absolutely necessary.
