The pupose of this researh is a investigate factir acting as the main challenge related to the implementation od performance measurement system in public sector organizations. It is acase in directorategeneral of highways, arepublic indonesia, governmentboard that has responsibility in yje mangement of national read development. A qualitiative approach will be carried out to achieve the purpose of thes research. This researcing found there are 3 main challenge in the use of performance measurement sytem in directorate of highway, which are difficulties in determining performance indicators lack of leadership commitment abd human resouce fators.
