Understanding Intergovernmental Relations
In this second edition reflect an attempt to provide more coherence as well as breath in coverage. The reader will find, for examples, in-depth discussions on the actions, roles, and policy views of national actors - the president, congress, and the courts. This recognizes their prominent, if not central, roles in the direction (s) IGR has taken and will take in the months and years ahead. Policy becomes an important part of this increased focus on national actors. The topic of policy appears in this edition in many ways but is given special attention when in this edition on finances has made room for there new chapters. One is on parties, interest groups, and administrative agencies at the national level. A second is on interstate relations; and the third deals with state/ local relations.
