POLICY EVALUATION OF URBAN WATERFONT REGENERATION: Case Study : Waterfront Pierre Tendean Quay

This study aims to describe and analyze the policy evaluation of urban waterfront regeneration in Piere Tendean Quay in Banjarmasin. Water has a significant role in people’s life as a natural resource that is a renewable, but limited. There is strong relationship between the waterfront and human society built since beginning and has been widely in the literature.
The method used in this research is qualitative approach, particulary descriptive analysis. Primary data collected from key informants consisted of local government officers, private sectors, citizen and Association of Piere Tendean as society. Secondary data from document to complement primary data related to the focus of research, namely: Medium Term Development Planning Banjarmasin Muncipality 2011-2015, Banjarmasin Spatial Planning 2013-2023, and Banjarmasin in Figure.
This study revealed that the development process of Piere Tendean Quay took a long time with all stakeholders from various Banjarmasin government agencies; private sectors and society; all stakeholders have their own roles to improve the existence of Piere Tendean Quay. Output of Piere Tendean Quay not just physical improvement by building the riverwalk, but also social and economic development such as the maintaining of floating market as a part of Banjarese culture and becoming as main tourism attraction in Banjarmasin.
The Supporting factors to make success of Piere Tendean Quay development consist of: 1.) leader support is become one of the main point into developing waterfront city in Banjarmasin. Leadership role in supporting these activities is considered very important. Without the support of the leadership will be very hard in the development process, both in the process of funding request to the central government and in the development of the area itself. 2.) partnership between government, private sectors, society and citizen to promote Piere Tendean as one of main landmark in Banjarmasin, besides its function as a public space. The inbiting factors consist of the existing from street vendors that not yet organize and the availability of parking area. Because, every weekend or special event that held in Piere Tendean Quay causing the traffic jam in that area. And the other hand, the existence of street vendors makes easy for visitor to shop around that area, but also make crowded.
To solve the problem, they can be created as association of street vendors to enhance the role of society in Piere Tendean Quay as part of social economic improvement. With the existence of the association, they can from a credit union for the benefit of members. And for the availability of parking area needs to be solved by providing temporary parking spot around that area or traffic engineering by diversion of roadways at the moment.
