As we know that the fiscal decentralization, human capital and investment policy have become the attention of many countries, including Indonesia. Since 2011, te Indonesian governemnent has effectively implemented the policies as strategy to escalatae the econnomic growth in the local level. These policies have also brought major changes especially in the revenue growth, human resources and investment growth in the west java province.
