Policy Analysis for Public Decisions
It is commonplace for us to think of elected decision makers or corporate giants, union leaders, scientists, bureaucrats, and judges when discussing or writing about public policy. Perhaps this fact itself tells us something significant about the state of democracy. There was a time when students of democratic politics might have thought first about the citizen as the vital actor in public policy making.
In Policy Analysis for Public Decisions, Duncan MacRae, Jr., and James Wilde assume an important role for citizens and offer instruction for realizing that responsibility. In what surely demands to be a popular approach, MacRae and Wilde specify the ethical basis for all public policy decisions and encourage students as citizens to become involved. This emphasis is not new to the thinking of Duncan MacRae. He has incorporated it into his teaching at the University of North Carolina at Chapel Hill, with the able cooperation of James Wilde, an economist, and he has expressed it eloquently in his important book The Social Function of Social Science (New Haven: Yale University Press, 1976).
