THE EXISTENCE OF TECHNOCRATS IN THE FORMULATION OF REGIONAL EDUCATION POLICIES IN SAMPANG REGENCY
ABSTRACT:
This research was conducted with the aim of understanding and analyzing the existence of
technocrats in the formulation of regional education policies in Sampang Regency. The
stages of policy formulation, as proposed by Winarno (2014:123), include problem definition,
policy agenda setting, and policy alternative selection. The analysis in this study employed a
qualitative research approach with a descriptive method. The research findings, when
viewed from the context of problem definition, indicate disparities in educational facilities that
contribute to low education quality, high dropout rates, and low community participation.
Technocrats have formulated several measures to address these issues, such as
redistributing educational facilities in primary schools, although this has not yet been
extended to secondary schools, conducting data collection and awareness campaigns on
the causes of school dropout rates, and establishing Community Learning Centers (PKBM)
to mitigate the low average schooling duration of the community. In the stage of identifying
policy alternatives, technocrats propose several recommendations to enhance education in
Sampang Regency, including conducting data collection on dropout rates, improving quality
by introducing specific advantages for each school, constructing educational history
buildings, enhancing cooperation between traditional Islamic boarding schools (pesantren)
and PKBM, and formally recognizing pesantren as formal education institutions.
