Kebijakan pemberdayaan perempuan dan perlindungan anak merupakan bagian integral dari agenda pembangunan nasional yang bertujuan untuk menciptakan masyarakat yang inklusif, adil, dan berkelanjutan. Di tingkat desa, implementasi kebijakan ini diwujudkan melalui program Desa Ramah Perempuan dan Peduli Anak, yang bertujuan untuk mengatasi berbagai tantangan yang dihadapi oleh perempuan dan anak-anak.
Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Fokus penelitian diarahkan untuk memperoleh informasi terbaru tentang implementasi program Desa Ramah Perempuan dan Peduli Anak, yang dieksplorasi melalui teknik pengumpulan data berupa wawancara dan dokumentasi. Validitas dan akurasi informasi yang diperoleh selama pengumpulan data diolah dan dianalisis untuk memastikan kredibilitas penelitian.
Penelitian menunjukkan bahwa beberapa faktor memengaruhi implementasi kebijakan pemberdayaan perempuan dan perlindungan anak melalui program Desa Ramah Perempuan dan Peduli Anak (DRPPA). Faktor-faktor tersebut meliputi tujuan kebijakan yang jelas, sumber daya manusia yang berpengalaman, anggaran memadai, waktu pelaksanaan yang singkat, serta komunikasi yang efektif antar organisasi pelaksana. Selain itu, badan pelaksana memiliki standar operasional prosedur yang jelas, dan relawan SAPA menunjukkan komitmen tinggi. Dukungan masyarakat, kondisi ekonomi yang perlu dioptimalkan, dan dukungan politik dari elite desa juga berperan penting. Output program meliputi terbentuknya Forum Anak Desa dan Forum Wanita, data kuantitatif dan kualitatif yang mendukung kebijakan, serta Peraturan Desa Nomor 2 Tahun 2022 sebagai payung hukum. Dana desa dialokasikan untuk pelatihan, penyuluhan, dan operasional program. Keterwakilan perempuan meningkat di berbagai lembaga desa, dan kapasitas perempuan dalam berwirausaha ditingkatkan. Pengasuhan berbasis hak anak diterapkan dengan pendekatan positif tanpa kekerasan. Pencegahan dan penanganan kekerasan terhadap perempuan dan anak dilakukan melalui kerja sama lintas sektor dan edukasi berkelanjutan. Upaya pencegahan pekerja anak dan perkawinan anak dilaksanakan melalui kerja sama, edukasi, dan program pendidikan alternatif bagi anak putus sekolah.

Women's empowerment and child protection policies are an integral part of the national development agenda that aims to create an inclusive, just, and sustainable society. At the village level, the implementation of this policy is realized through the Women-Friendly and Child-Care Village program, which aims to address the various challenges faced by women and children.
This research uses a qualitative method with a descriptive approach. The focus of the research was directed at obtaining up-to-date information on the implementation of the Women-Friendly and Child-Caring Village program, which was explored through data collection techniques in the form of interviews and documentation. The validity and accuracy of the information obtained during data collection was processed and analyzed to ensure the credibility of the research.
The research shows that several factors influence the implementation of women's empowerment and child protection policies through the Women-Friendly and Child-Caring Village (DRPPA) program. These factors include clear policy objectives, experienced human resources, adequate budget, short implementation time, and effective communication between implementing organizations. In addition, the implementing agency has clear standard operating procedures, and SAPA volunteers show high commitment. Community support, economic conditions that need to be optimized, and political support from village elites also play an important role. Program outputs include the establishment of the Village Children's Forum and Women's Forum, quantitative and qualitative data supporting policies, and Village Regulation No. 2 of 2022 as a legal umbrella. Village funds were allocated for training, counseling, and program operations. Women's representation increased in various village institutions, and women's capacity in entrepreneurship was enhanced. Child rights-based parenting is implemented with a positive approach without violence. Prevention and handling of violence against women and children are carried out through cross-sectoral cooperation and continuous education. Efforts to prevent child labour and child marriage are implemented through cooperation, education, and alternative education programs for school dropouts.
